Can You Have Anal Fissures Externally?

I have been experiencing anal pain when I sit for longer than 10 minutes. There seem to be small tears around my anus and perenium that hurt but bleed only slightly. I rarely experience constipation and since I can see the "cracks", I don't think they are hemorrhoids. Can you have anal fissures externally? I use hemorrhoid ointments and hydrocortisone cream on them, but they are not getting better. They also itch. Any suggestions? Do I need to see a doctor?
